Job Description:

Chemonics International, a leading international development company, seeks multiple district officers for the USAID-funded Afghanistan Capacity Building Activity (CBA) with the Ministry of Education (MoE). The project will improve governance and accountability in the education sector of Afghanistan and support MOE in meeting the ambitious goals set forth in its 2015-2020 National Education Strategic Plan. Capacity building activities will specifically address MoE’s systems and procedures that lead to better provision of education services. The district officers will support province-level project activities, gather data to monitor progress, and collaborate with provincial schools and government to support the implementation of CBA’s objectives.

  • Actively work with CBA provincial coordinators, technical leads and technical working groups members in conducting field assessments and development action plan for CBA components at district level
  • Actively work with CBA provincial coordinators, technical leads and technical working groups members in the implementation of CBA program components at the respective district
  • Provide technical and administrative support and monitor CBA grantee’s activities at the district level
  • Represents Chemonics and the USAID funded CBA to district stakeholders. Conducts local stakeholder visits and coordination meetings to get their support for effective implementation of the CBA project at district level
  • Collects and report data to track project performance and ensure accurate data collection and reporting at district level
  • Work with District Education Department (DED) officials and provide support to their activities as needed.
  • Initiates reliable timely communication with provincial coordinator in the related province via Email, Skype, mobile, or meetings;
  • Support gender inclusion initiatives (i.e supporting the hiring / training of female teachers)
  • Provide bi- weekly and monthly reports to the CBA provincial coordination and contribute to the quarterly and annual reports
  • Performs any other task assigned by the provincial coordinator consistent with the overall nature of CBA.

Job Requirements:

  • Bachelor’s degree or equivalent with at least four-years relevant experience.
  • Four years relevant experience. Work experience with Ministry of Education is preferable
  • At least two years of program implementation experience, ideally on USAID-funded projects preferred.
  • Experience developing the institutional capacity of government institutions and/or experience in education management in Afghanistan preferred.
  • Proven ability to effectively manage field operations and resources in Afghanistan;
  • Strong bilingual communication skills, including both written and oral, in English and Dari/ Pashto;
  • Team player with excellent cross-cultural communication skills;
  • Demonstrated leadership, versatility, and integrity.
  • The candidate shall be native to the relevant district, speaks local language, and be a trusted community member.
  • The distract officer is not responsible for supervising any staff.
  • The location of this assignment is relevant district with intermittent travel to the program’s provincial offices as required.
